VE Manual : 2.1 The Contact VE
Any group of three or more W5YI-VEC accredited VEs who administer an exam are considered a team. One of these VEs is designated by the team as its leader (or "Session Manager." We call this individual the "Contact VE" or CVE. The CVE is responsible for maintaining test integrity, especially the security of the test materials and the conduct of the test session itself. Any communications to or from the team will be focused through the CVE. All VEs who certify NCVEC Form 605 applications are equally responsible for the integrity of the exam(s). (See § 97.509(i)

Ordinarily the CVE will attend every test session administered by his/her testing team. If the CVE is unable to attend a session, the session may be conducted using the CVE’s test materials provided the CVE has confidence in another VE of the appropriate license class being responsible for test security. The regular CVE’s accreditation number must be shown and circled on the session’s Manifest report form so the session may be associated with the regular CVE and appropriate testing team. A short memo/note must be attached indicating the reason for the CVE’s absence. Otherwise, the test session paperwork will be returned to the administering VE team without action by W5YI-VEC. All test session correspondence will be sent to the CVE, present at the exam or not; the CVE must also resolve exam discrepancies (if any).
