VE Manual : 3.1 A Short Overview of the Exam Process
First, pick an exam team of three or more W5YI-VEC accredited VEs and choose a Contact VE (CVE) from among the group. This person is also referred to in the Part 97 Rules as the Session Manager. ( See 97.513 )

Determine a time and place for your first exam session and have the CVE contact W5YI-VEC. VE teams must agree to conduct four or more examination sessions annually. If the team wants to make its own tests, prepare them before the exam date. Make a public announcement of the test session's location and time.

On the exam date, all team members and the CVE will meet at the testing location; the CVE will have (and is responsible for) the testing materials. As applicants arrive, log them in, determine which elements they will be taking and help them fill out the Applicant Section of the NCVEC Form 605.

Note that the NCVEC Form 605 (Application Form) must be used and not the FCC Form 605 since the FCC Form does not provide for information to be entered by the Administering VEs.

Administer the appropriate written tests, grade them and advise each applicant whether they passed or failed. Give a Certificate of Successful Completion to anyone passing a test. (See 97.509(l)

Near the end of the exam session, process the NCVEC Form 605's and prepare the Manifest of Applicants. Each VE certifying a NCVEC Form 605 is responsible for the correctness and integrity of that application. Some documents will be kept by the CVE and some will be sent to W5YI-VEC.
