Before the session is over, review all NCVEC Form 605s for accuracy and completeness. Three members of the VE team who observed their completion by the applicant must certify Section 2 of NCVEC Form 605 (see 97.509(f)).
"The certifying VEs are jointly and individually accountable for the proper administration of each examination element reported. The certifying VEs may delegate to other qualified VEs their authority, but not their accountability, to administer individual elements of an examination."
This means that all three certifying VEs are equally responsible for the accuracy of the scores, and the credibility of the exam session and its paperwork even if there were other VEs assisting with the examinations. It is the certifying VEs, not just the CVE, who are the responsible parties.
All VEs who attend and assist at the exam session should ensure that their names, call signs and VE accreditation number are entered on the Manifest of Applicants. There is no longer a requirement that VEs fill out an expense certification section on the Manifest of Applicants form since this requirement was abolished in the Spring
of 1996. (See Chapter 8, Processing the Paperwork.)
Send the Results to the VEC Office
The fully-completed NCVEC Form 605s, PASSING answer sheets, scratch papers, and copies of any operator licenses or CSCE(s) used for element credit of applicants who pass all the requirements for any class of license must be sent to W5YI-VEC, along with the Manifest of Applicants
report(s) and a check for the W5YI-VEC portion of the exam fees. This paperwork must be promptly forwarded even if you have electronically transmitted your session results into the VEC Office's computer. Photocopies of the front of the Form 605s sent to W5YI-VEC should be made and kept with the other session papers for your records. (Again, see Chapter 8,
Processing the Paperwork.)
VERY IMPORTANT!!! A COPY OF THE MANIFEST OF APPLICANTS and NCVEC 605 FORM MUST BE RETAINED SO THE TEST SESSION MAY BE RECONSTRUCTED IF NECESSARY.
