In 1986, the FCC turned responsibility for maintenance of the written examination questions over to the National Conference of VECs. The NCVEC then appointed a four-person Question Pool Committee (QPC) to approve all question pool revisions and/or additions according to a schedule. All VEC organizations and their VEs use identical question pools as required by Part 97.523.
The QPC consists of four members who are also representatives of FCC-approved VEC groups.
Up until April 15, 2000 there were five different written examination pools. These pools were revised on a four year cycle with the Novice and Technician being revised together since they were the requirement for the most popular No Technician license class. Effective April 15, 2000, the number of written examination pools was reduced to three; Technician, General and Amateur Extra Class.
