It is necessary to supply a Social Security Number (SSN) to the FCC because The Debt Collection Improvement Act of 1996 (DCIA) requires the FCC to collect this information. Congress enacted the DCIA to increase collection of delinquent government debts. As a result of the DCIA, the Commission and other executive agencies collect the TIN from each entity doing business with a Federal agency, including applicants for, or recipients of, a federal license or permit.
